Lewisham Homes approach
Teams responsible for tackling ASB
- Tenancy Plus Officers within Lewisham Homes who specialise in antisocial behaviour.
- The Council’s Antisocial Behaviour Action Team (ASBAT). This team deals with incidents of antisocial behaviour where there are multiple victims or perpetrators and there is a strong possibility of legal action such as ASBOs.
- The Council’s Neighbourhood Wardens who cover Honor Oak, Catford, Lewisham, Bellingham, Downham, New Cross and Deptford. They aim to improve the quality of life and contribute to the re-generation of the areas in which they operate. They can promote community safety and assist in environmental improvements such as anti-litter campaigns and graffiti clean-ups.
- The Housing Emergency Services Team (HEST), managed by the
Council, provides support for victims of race, homophobic and serious
antisocial behaviour. This service is available out of hours.
Support for complainants and witnesses
Witnesses are crucial to tackling antisocial behaviour. We will support witnesses during the whole process; from report, to trial, remedy and beyond, as well as looking at practical measures including additional security measures, support through court processes and referrals to our partner agencies.
Prevention, intervention and rehabilitation
When approaching alleged perpetrators we will always consider issues of vulnerability such as mental health, drug or alcohol dependency etc. Where
such problems exist we will seek the intervention and support of other partner agencies to assist in addressing the problem behaviour. We will also, where appropriate, work with our partners to provide a range of prevention, intervention and rehabilitation initiatives.
Actions we can take
We will use a number of measures to combat antisocial behaviour in partnership with other agencies. These include:
- Abatement Notices
- Acceptable Behaviour Contracts
- Allocation and new tenant induction visits

- Antisocial Behaviour Orders (ASBOs)
- Closure Notices and Orders
- Demotion Orders
- Designated Public Place Orders
